Racine County Refusal to Record

On October 6, 2025, I, Eric Scott Mertins submitted a ceremonial recording packet to the Racine County Register of Deeds. The office, under Karie L. Pope, refused to record the documents, citing Wis. Stat. §59.43(1) and a 2012 Attorney General opinion. The stated reason: the documents did not affect title to land and were therefore not authorized to be recorded. No deficiencies were identified. No lawful rebuttal was offered. This entry preserves the rejection letter as a ceremonial record of administrative obstruction and affirms my living status, authorship, and procedural integrity.
